NIST Application System Development (ASD) division is looking for an IT specialist (Applications Software) to join our team!
Some major duties that you will perform include the following:
Supporting the Enterprise Data Foundation (EDF) project; analyzing the customer's needs, converting the business requirements into technical specifications; leverages Amazon Web Services (AWS) and techniques to support the ongoing needs of the EDF project, serving as the EDF Redshift expert to provide the data products for NIST-wide business intelligence and data analysis needs; developing ETL jobs to cleanse or transform the data according to customer's requirements.
Evaluating and studying new technologies and software to support the NIST mission.
Providing analysis, programming, coordination, implementation, integration, documentation, and support of the systems developed.
Supporting the Human Resource Data Warehouse (HRDW), Central People Repository (CPR), NIST Organization Changes, PIV data, and USAccess data management.
Supporting the DOC SMSLink project.
Supporting the NIST Cyberlock Management System (NCMS); evaluating the COTS solution and mechanism to meet the stakeholder's needs; developing custom solutions when needed.

Qualifications
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized experience:
In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-11 level (ZP-III at NIST) for ZP-IV position. Specialized experience includes:
Hands-on experience with Amazon Web Services (AWS), such as AWS Glue, Redshift, S3, DynamoDB, Data Catalog, etc.
Experience developing software applications/processes/programs using Python, C#, or Java. Python preferred.
Experience with Iac, GitLab CI/CD, and Terraform.
Writing technical specifications with proficiency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
