Duties
This position serves as the Chief of the Applied Cybersecurity Division (ACD) in NIST's Information Technology Laboratory. In this role, the candidate selected: Plans, directs, coordinates, and administers the scientific, technical, and policy work of the ACD; Promotes national and international cybersecurity and privacy by using and enhancing the technical competencies of division personnel with consideration of usability, effectiveness, interoperability, performance, and economic trade-offs; Establishes and cultivates relationships and collaborations with key stakeholders across ITL and NIST, and in industry, government, and academia; Coordinates with and supports the interagency on cybersecurity and privacy executive actions, policy priorities, and interagency partnerships and collaborations, and provides technical assistance on policy and legislative proposals; Communicates the status of cybersecurity and privacy program activities within NIST and the Department of Commerce, the interagency, and external stakeholders, and represents NIST in external meetings and events; Manages the financial and personnel resources of the division; Supervises and serves as a mentor to employees; and Serves as a vital member of the ITL management team.

Qualifications
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST). Specialized experience is defined as experience in managing an organization responsible for cybersecurity and privacy research, development, application, and implementation guidance. Experience must include interdisciplinary collaborations with industry, academia, and multiple government agencies to apply cybersecurity, identity management, privacy standards, and best practices.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
