About the Position: Serves as the Deputy District Counsel of the Alaska District Office of Counsel, providing legal services in diverse practice areas including contract law, military construction, environmental law, employment and labor law, civil works, real estate, and ethics. Serves as the the senior legal advisor during the District Counsel's absence. The ideal candidate will have a breadth of practice, as well as experience in leadership and mentoring of junior staff.

Duties

The Deputy District Counsel performs legal work characterized by complex and difficult legal questions or factual issues involving drafting and interpreting contracts, regulations, decisions, legal opinions and other legal instruments. Prepares memoranda and reports outlining and analyzing the facts/legal issues involved, explain the application of legal principles/precedents, and justify appropriate recommendations and conclusions. Provides legal advice, assistance, and support to all organizational elements of the District including civil works, contracts, procurement, fiscal law, environmental law, regulatory law, employment and labor law, tort law, ethics, and litigation. Makes regular recommendations to the District Counsel in the planning, supervision, management, direction, and review of all policies, programs, and operations involving the functions of the Office of Counsel.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. The minimum qualification requirements must be met before applicants are eligible for further consideration: Education: Applicant must have have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree (LLB or JD). Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-approved Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience. The Chief Counsel, U.S. Army Corps of Engineers, has authority to waive the experience requirements listed above. NOTE: ALSO ALL APPLICANTS MUST ADDRESS THE FOLLOWING KNOWLEDGE, SKILLS, AND ABILITIES, EITHER IN THE RESUME OR IN NARRATIVE FORM: 1. Demonstrated experience managing and leading a legal staff in a demanding operational environment; ability to review program implementation and results; demonstrated ability to balance national (external) and organizational (internal) program goals and priorities; ability to balance customer program and legal goals and priorities. 2. Ability to develop and utilize innovative approaches in solving problems, formulating effective solutions, and resolving complex issues. 3. Knowledge, experience, and ability to effectively advise in the following areas of federal law and practice: a)military construction, civil works and support for others programs, including civil works project authorities, project formulation, appropriations, fiscal law, and project cost sharing agreements; b) real estate acquisition, management, and disposal; c) contracting for services, supplies, and construction; contract formation and protests; procurement fraud; contract administration; and, contract dispute resolution, claims and appeals; d)Equal Employment Opportunity, personnel and employment law, and labor-management relations; e)administrative law including Privacy Act, Freedom of Information Act, and non-contractual claims (tort, admiralty, and affirmative); f) environmental law, including regulation under the Clean Water Act, environmental planning, and natural and cultural resources law; and, g) ethics, conflicts of interests, and standards of conduct. 4. Knowledge and experience in handling complex litigation in a variety of practice areas such as military construction, civil works project authorities, real estate, contracting, employment/personnel law, administrative law, and environmental law, in courts and/or administrative bodies such as EEOC, MSPB, and the ASBCA. 5. Ability to function as a senior counselor and advisor to the District Commander; to work effectively with other military and senior management officials within the U.S. Army Corps of Engineers, with other governmental entities, and with private parties. 6. Ability to communicate effectively, both orally and in writing, with diverse clients and constituencies on varied and complex topics. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed 1 year at the next lower level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
