About the Position: Serves as a Trial Attorney covering litigation in all areas of Corps practice including procurement law, environmental law, administrative law, torts, admiralty, and labor and employment law.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-13 grade level. At the full performance, GS-14, the incumbent will: Serve as the lead and principal trial attorney before the Armed Services Board of Contract Appeals (ASBCA) in contract appeal cases litigated by the District of Alaska. Prepares litigation reports and assists Department of Justice attorneys in the preparation and trial of cases before the Federal Courts in all areas of Corps practice. Delegates cases to other District attorneys for trial. Provides training and mentorship to these attorneys in the techniques of processing cases. Serves as Procurement Fraud Advisor. Implements and maintains the Procurement Fraud Program within District of Alaska. Reviews contract appeals handled by other attorneys that are a result of contracting officer decisions unfavorable to the contractors.

Qualification Requirements: The following minimum qualification requirements must be met before applicants are eligible for further consideration: Education Requirements: Position requires the possession of a professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Statement of Good Standing: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. As noted below, proof of such membership and good standing must be submitted with your application materials. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: 3) Professional Legal Experience: GS-13: Must have 2 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LL.M. may substitute for one year of the required professional legal experience. GS-14: must have 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LL.M. may substitute for one year of the required professional legal experience. NOTE: Experience must be documented in your resume. The Chief Counsel, U.S. Army Corps of Engineers, has authority to waive the experience requirements listed above. NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, "Application for 10-Point Veteran Preference", and supporting documentation required for the specific type of preference claimed. The SF 15 will identify the supporting documentation required along with the list of the types of 10-point preference. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed 1 year at the next lower level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
