This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Project Manager in the Military Project Management Branch, Military Support Sections or the Reserve Project Management Branch, Army Reserve and Air Force Reserve Sections. Responsible for overall planning, execution, control and closure of high-dollar value.
Duties
Apply concepts and principles required to perform project management responsibilities for vertical construction projects to include technical knowledge of the project being managed.
Apply concepts and principles to resolve policy, programmatic business process differences, technical, and quality challenges within a multi-discipline technical team, stakeholder and outside agencies.
Manage defined project scope, schedule, cost, and quality, for various large and complex vertical construction facilities, working closely with customers and stakeholders.
Lead cross-functional team within an organization or command such as USACE (United States Army Corp of Engineers), stakeholders, users, regulatory agencies, etc., to work towards project success.
Brief senior leadership and stakeholders on complex issues and present courses of action for resolution.
Work with and communicate with clients and customers to satisfy their expectations and commitment to continuous improvement of quality services.
Develop other project management professionals by mentoring, training, and review of work products for life cycle project management.
Oversee the development of quality management plans to ensure the project and deliverables meet technical/engineering standards, policy and legal requirements.
Manage all aspects of program planning to include developing program management plans, supporting budget development, providing project guidance, selecting project management teams, and developing other planning documents.

Specialized Experience for GS-13: One year of specialized experience which includes: Effectively communicating project goals, requirements, risk management and expectations to a diverse team within USACE (United States Army Corp of Engineers), other DoD Agencies, or outside stakeholder groups. Preparing schedules and budget estimates, tracking and reporting process against schedules and estimates, experience in developing and leading teams, and understanding the principles, guidelines, laws, regulations, concepts, and methodology associated with the Project Management Business Process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
