About the Position: Serves as Chief of Planning Branch, developing, coordinating and managing all aspects of the Districts planning efforts associated with the General Investigations, Continuing Authorities, Flood Plain Management, Special Studies Program and Miscellaneous GI accounts. Works under the general supervision of the Chief of the Planning, Programs and Project Delivery
Division who is also the Deputy District Engineer for Programs and Project Management.
Duties
Oversee planning efforts associated with the District's General Investigation, Continuing Authorities, Flood Plain Management, Special Studies Program and miscellaneous GI accounts.
Plan, schedule, coordinate, supervise and guide all activities of the Branch to accomplish all mission functions.
Represent the District Engineer in contacts with public and private industry management officials, and others on planning and project management matters related to District projects.
Prepare pre and post-authorization decision documents on a variety of water resources projects and assures quality control/assurance of all such documents.
Negotiate and prepare Feasibility Cost-Sharing Agreements for District studies and projects.
Ensure policy compliance and quality assurance for all planning products produced.
Develop and implement working procedures, policies and methods for the guidance of Planning Branch staff.
Make selections for all positions in Planning Branch. Deal with position management issues and changes in jobs. Establish performance standards and evaluate the performance of all personnel in the branch.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the Specialized Experience listed below:
Specialized Experience for GS-14: At least one year experience preparing planning study reports & technical documents supporting the authorization and implementation of a wide range of water resource development projects such as local flood risk management, aquatic ecosystem restoration, recreation, inland navigation locks and dams; utilizing policies with regard to the National Environmental Policy Act (NEPA), Clean Water Act, Endangered Species Act, National Historic Preservation Act (NHPA), and other applicable laws regulation policies and procedures; experience with planning & policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
