You will serve as a Team Lead All Source Intelligence Analyst at the GG-13 grade level within the Analysis and Production Department supporting Fleet Cyber Command/Navy Space Command/US Tenth Fleet's Intelligence Directorate (N2).

Duties

You will leverage knowledge of all source intelligence, Navy Fleet operations, and information management to identify, assess, and communicate germane analysis of cyber/space threats and adversaries to senior and operational audiences. You will prepare written/verbal/visual products for executive-level audience and Navy staff elements that demonstrate extensive knowledge and analytical expertise capable of representing the command’s position within area(s) of expertise/focus. You will convey complex operational, technical and/or political-military concepts. You will evaluate and interpret all-source intelligence and open-source information into established and/or innovative finished Intelligence Community (IC) products. You will analyze and produce cyber intelligence products to include briefs, written intelligence summaries, and any other products required to support the Intelligence Directorate and Fleet Commander. You will effectively apply extensive knowledge of advanced research methodologies and analytical techniques to complex work assignments. You will act as a key contributor to customer feedback mechanisms; improves existing analytic products and services and develop new products to resolve critical intelligence gaps in mission areas and enhance relevance. You will apply knowledge of intelligence sources (IMINT, SIGINT, HUMINT, MASINT, OSINT) to assess multiple intelligence sources to assess multiple intelligence sources to determine the relevance and significance of developments in assigned area(s). You will interact with IC, law enforcement, and United States and appropriate foreign partner Government intelligence analysts to ensure all sources of information are exploited and to discuss intelligence problems/production efforts. You will utilize an understanding of cyber intelligence, space intelligence and Navy Fleet operations to clearly convey cyber threat assessments via briefings and written intelligence products. You will provide extensive security knowledge related to working in a SCIF environment.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position may require a Counter-Intelligence (CI) scope polygraph examination with No Deception Indicated (NDI).
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber Workforce position in the Department of Defense (DoD) Cyber Workforce Framework (DCWF) performing a Primary Work Role of [111: All-Source Analyst] - [Proficiency Level: Advanced].
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Identifying, assessing, and communicating germane analysis of cyber/space threats and adversaries to senior and operational audiences. Evaluating and interpreting all-source intelligence and open source information into established and/or innovative finished Intelligence Community (IC) products. Analyzing and producing cyber intelligence products to include briefs, written intelligence summaries, and any other products required to support the command. Applying extensive knowledge of advanced intelligence research methodologies and analytical techniques to complex work assignments.
