Serves as the GG-14 level Senior Technical Advisor and the strategic SIGINT advisor/planner, policy and architecture consultant, operational coordinator, project manager, and personnel supervisor for all SIGINT matters, reporting to FLTCYBERCOM N39 and Operations Officer (N3). This position is located in Fort Meade MD in the US FLEET CYBER COMMAND.

Duties

Supervise FLTCYBERCOM/C10F SIGINT personnel and SIGINT personnel Navy-wide in the development of comprehensive sensor tasking and the dynamic management of cryptologic/electronic warfare sensors over Navy/Global wide-area networks. Coordinate the development of issues related to SIGINT doctrine, organization, training, material, leadership and education, personnel, and facilities. Oversee analytical studies of programs that are broad in scope with frequently undefined limits, to evaluate effectiveness of current collection requirements program. Perform complex, in-depth, all-source, scientific and technical intelligence analysis on advanced weapon systems with a focus on directed energy weapons. Use innovative scientific and all-source analysis methodologies and processes for application to complex and comprehensive assessments of advanced weapon system capabilities and performance. Independently identify intelligence gaps and identify the appropriate collection vehicle to fill the gaps. Use all available intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period requirement.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following such as: 1) Utilize the National Disclosure policies, Intelligence Oversight and classified information security policies and procedures for intelligence interpretation; 2) Coordinate issues related to SIGINT doctrine for training among leadership and staff; 3) Monitor analytic participation in collective estimative and inter-agency products to prepare and presenting all-source intelligence information to other agencies.
