The primary purpose of this position is to serve as the base Information Assurance Specialist who is the group commander's authority and focal point for Information Assurance.

Duties

Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP). Administers the Key Management Infrastructure (KMI) program. Supports the Network Security Program. Support the Hanscom AFB TEMPEST Program.

  • Must meet DoD 8140 requirements for an IAT level II. Security + Certification would meet this requirement. A waiver of this requirement may be granted for the first six months
  • Posses a certification in TEMPEST Management within twelve months of employment
  • Selectee may be required to serve a probationary or trial period
  • This is a TERM position. It is a time limited position, Not-To-Exceed 366 days from Appointment Date
  • Position may be extended to the maximum period allowed by law without further competition and the potential for extensions beyond 6 years is possible

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND I have one year of specialized experience equivalent to the GS-09 or above grade level installing, implementing and maintaining protective programs and is responsible for managing and directing communications-computer systems security programs; conducting independent reviews, and recommending corrective actions which follow established methods, techniques; and procedures and ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, policies, procedures, and tools. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Note: You must submit copies of your official transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT cybersecurity principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.??????? Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to communicate effectively, both orally and in writing. Ability to develop and conduct training on information security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
