This position is located in Cane River Creole National Historical Park, in the Facility Maintenance Division.

Duties
The incumbent will plan, develop, and execute a maintenance program utilizing a variety of Facility Management Software programs to execute annual and long-range projects.
Develop a complex project scope of work and budget for a project that included day labor, materials, and professional services.
Comprehend and use building codes, life safety codes, electrical codes, and accessibility standards.
Perform condition assessments, work order creation and cost estimating for annual and multi-year plans and priorities.
Plan and develop the scope of work following the Secretary of Interior's Standards (to include stabilization, repair, replacement in-kind, rehabilitation, etc).
Create and manage contracts.
Utilize and train others in the use of facilities and budget planning and systems software such as FMSS, AFS4, PMIS, and the project scoping tool.
Track and manage a budget.
Ensure that work on cultural and natural resources is in compliance with approved Historic Preservation Act and NEPA documents.
Develop, implement and/or evaluate a multi-year budget and operating program involving manpower needs, materials, equipment needs, work projects and yearly work schedule.
Area Information:
This position is located at Cane River Creole National Historical Park. The Park is located in northwest Louisiana near Natchitoches, Louisiana. The park consists of two non-contiguous plantations ten miles apart, totaling 62 acres, with 67 historic buildings including slave/tenant quarters, two stores, historic barns and sheds, historic agricultural setting with significant cultural landscapes at both plantations. Natchitoches is within five hours traveling time from five major metropolitan areas (New Orleans, Louisiana; Dallas, Texas; Little Rock, Arkansas; Jackson, Mississippi; and Houston, Texas). Natchitoches has a population of 20,000 with services and shopping facilities all conveniently located. Northwestern State University is located in Natchitoches. Normal temperatures range from 43 degrees to 91 degrees with average rainfall of 63 inches. NO GOVERNMENT HOUSING AVAILABLE.
The duty station will be the Oakland Plantation, in Natchez, Louisiana (approximately 10 miles from the city of Natchitoches, Louisiana).

Requirements Continued:

Qualifications:
All qualifications must be met by the closing date of this announcement-11/15/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-1640-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE:
At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked.

EDUCATION:
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. The field of study must be in engineering, industrial arts, property management, or business administration. You must include a copy of your transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify. For example, 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education, 75 percent of the required experience and 50 percent of the required education, i.e., 1/2 year of graduate study beyond that required for GS-9. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
