Duties
The incumbent will plan, develop, and execute a maintenance program utilizing a variety of Facility Management Software programs to execute annual and long range projects; develop a complex project scope of work and budget for a project that included day labor, materials, and professional services; comprehend and use building codes, life safety codes, electrical codes, and accessibility standards; perform condition assessments, work order creation and cost estimating for annual and multi-year plans and priorities; plan and develop the scope of work following the Secretary of Interior's Standards (to include stabilization, repair, replacement in-kind, rehabilitation, etc); create and manage contracts; utilize and train others in the use of facilities and budget planning and systems software such as FMSS, AFS4, PMIS, and the project scoping tool; track and manage a budget; ensure that work on cultural and natural resources is in compliance with approved Historic Preservation Act and NEPA documents; develop, implement and/or evaluate a multi-year budget and operating program involving manpower needs, materials, equipment needs, work projects and yearly work schedule.
ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Qualifications

To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:
SPECIALIZED EXPERIENCE: I possess at least one full year of Specialized Experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to managing a maintenance program. Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.; assisting with planning maintenance activities and preventive maintenance programs for a facility; estimating materials and labor costs for a variety of maintenance projects or contracts; working as a planner, contractor, or inspector of journeyman in the construction industry; experience in building trade practices; and experience working with the Facility Management Software System (FMSS), or comparable maintenance management, cost estimating and/or project management systems.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: equivalent combinations of specialized experience and education described above that meets 100% of the requirements for this position. You must include transcripts.

One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
