About the Position: This position is located at the Blanchfield Army Community Hospital under the Defense Health Agency(DHA).
Duties
Serve as a Supervisory Human Resources Specialist, leading and mentoring a diverse department of human resource professionals.
Provide civilian human resource program advisory to organizational leaders on staffing, classifications, and labor management employee relations.
Manage recruitment actions for government service employees supporting the military treatment facility and outlying clinics.
Oversee retention efforts for all currently employed government service employees in the organization.
Responsible for the preparation and submission of Request for Personnel Actions (RPAs), recruitment, relocation, retention incentives and special salary rates.
Advising on the civilian employee organization’s annual performance evaluation program, performance awards, and recognition programs.
Manage the process for on-boarding and integrating new civilian employees for the organization.
Providing advisement and oversight on civilian timekeeping and payroll.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

- This position may require the incumbent to complete a one-year supervisory probationary period.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

Specialized Experience: One year of specialized experience with includes 1) advising senior leaders and mentoring a team of human resources specialists and assistants; 2) providing civilian human resources program advisory pertaining to staffing, classifications, Labor Management Employee Relations, human resource regulations and policies; and 3) overseeing the preparation and submission of Request for Personnel Actions (RPAs), recruitment, relocation, retention incentives and special salary rate reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
