About the Position: Serves as a senior analyst, project leader, technical expert, and consultant responsible for providing technical, schedule, cost, budget, and interoperability advice to management in the area of technical requirements, systems integration, program cost, schedule, acquisition strategies, and budget layout.
Duties
Develop life cycle estimates to determine the total cost of the program.
Analyze mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models.
Refine and adjust cost models in response to change in technical specification, support requirements, design alternatives, engineering, and operational trade-off proposals.
Prepare information on the scope, methods and results of cost analysis activity to support decision by upper management.
Requirements
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for BUSINESS - COST ESTIMATING (BUS-CE) Certification within 48 months of entrance on duty.
- This position may require up to 25% TDY.
- This position requires a secret security clearance.
- This position may require a one-year probationary period.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually
- The employee may be required to work overtime
- The employee must be willing and able to travel on military and commercial aircraft.

In order to qualify, you must meet the education and specialized experience requirements described below. To qualify for the NH04 level your resume must display one year of specialized experience at the next lower grade level or equivalent pay band level in the Federal Service performing the following duties;
1. Analyzing mission requirements to determine cost parameters, specific cost factors and/relationships to support with constructing various cost models; AND
2. Developing cost estimate plans and mathematical models to evaluate variables and relationships affecting life cycle costs for research and development, investment, and operating phases of systems.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13/ NH-03).

ALL candidates must possess the Basic Educational Requirement to be considered for this position.
Basic Education Requirement- Operations Research Analyst- 1515
A. I have a bachelor's degree (or higher degree) in operations research. (Note: You must attach a copy of your transcripts.)
OR
B. I have a bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You must attach a copy of your transcripts.)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
