Duties

You will serve as the SUPERVISORY PHYSICAL SCIENTIST in the Operations Department, U.S. Naval Observatory (USNO), Washington, D.C. You will supervise Operations Center employees consisting of Physical Science Technicians (GS-9 - GS-11). You will distribute and balance the workload among employees in accordance with the established work flow or job specialization. You will estimate and report on problems with completion of work, maintain records of work accomplishments and time expended, prepare production reports as requested as well as instruct employees in specific tasks. You will coordinate operations with the Department Head and other members of the USNO staff to ensure optimal functionality of the Operations Center.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a government issued passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS (see Education section), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience applying a wide range of concepts, principles, and practices of USNO operations, including timekeeping, astronomy, and Earth Orientation determination. *Experience modifying and adapting standard procedures, methods, and techniques, and developing new methods to address problems for which guidelines or precedents are not substantially applicable. *Experience identifying the processes and techniques required to interpret and evaluate the data, and to provide feedback on the efficaciousness of the technological developments. *Experience planning, executing, and reporting original studies or ongoing studies requiring fresh approach to resolve new problems. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
