This position is located in the Executive Office of the President, Office of the National Cyber Director. The incumbent serves as a Director for Government Partnerships within the Government Directorate of the ONCD. The incumbent is one of the principal staff members responsible for the coordination and implementation of cybersecurity policy.
Duties
As a Director (Government Partnerships), GS-0301-14, your typical work assignments may include the following:
Plans and coordinates the implementation of policies on U.S. national cybersecurity, to include international cybersecurity, Federal enterprise cybersecurity, partnering with State, Local, Tribal, and Territorial (SLTT) governments on cyber, and general cyber policy implementation.
Ensures that matters affecting the national cybersecurity of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress.
Maintains oversight and assesses effectiveness of department and agency programs that relate to international, Federal, and SLTT cybersecurity.
Coordinates, plans and initiates interagency efforts linked to national priorities and policies related to cybersecurity. Participates in, and if called upon, organizes special interagency studies, analyses, and policy papers on cybersecurity strategy and other related policy matters of immediate concern to senior ONCD officials.
Works with the Intelligence Community (IC), the Cybersecurity and Infrastructure Security Agency (CISA), and Sector Risk Management Agencies (SRMA) on developing a fulsome understanding of threats, risks, and vulnerabilities affecting the cybersecurity of partners and government systems more broadly.
Coordinates with international and SLTT partners in advancing national cybersecurity, attaining a better understanding of the effectiveness of U.S. government programs, and ensuring stakeholder views are accounted for in national cybersecurity policy and strategy priorities.
Prepares the NCD, DNCD, and ANCD-Implementation for meetings involving U.S. cabinet officers, foreign dignitaries, and members of Congress concerning national cybersecurity policy issues.
Synthesizes the views of various executive branch agencies in order to develop comprehensive and coherent strategy and policy recommendations for consideration by ANCD-Implementation and U.S. policymakers.
Assists the NCD, DNCD, and ANCDs, as called upon, in fulfilling their responsibilities and represents the views of the ONCD as appropriate in senior level inter-departmental meetings.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-14 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-Familiarity in cybersecurity and be knowledgeable in at least one of the following three areas: (1) international relations; (2) national cybersecurity and U.S. Government cyber initiatives; or (3) partnerships at the state, local, tribal, or territorial levels; 2 -Planning the sequence of actions necessary to accomplish assignments when coordination with others outside the organization; and 3-Briefing and advising executive leadership on high-level cybersecurity risks, emerging threats, incident trends, and the overall cybersecurity processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
