Duties
Serve as the Emergency Operations Center Manager (EOC), responsible for the operational readiness of the District EOC.
Responsible for planning, coordinating and managing the EOC prior to, operations during, and response and recovery operations following a natural disaster or emergency.
Establish and maintain training and exercises to ensure a District-wide capability to respond to emergencies.
Develop, implement and maintain standard operating procedures (SOP) to ensure smooth operation and readiness.
Manage the development and use of ENGLink, which provides technology for communications, SITREP preparation, and databases for Readiness Branch and the District EOC.
Manage the District Regional Emergency Accountability Communications Tool (REACT).
Responsible for the purchase, maintenance, security, storage, and issue of all emergency equipment, materials, and gear.
Serve as the point of contact for FEMA mission resource management under Public Law 93-288.
Serve as the financial Point of Contact for all funds related to Training, Deployments, Taskers and Customer orders related FEMA missions.
Coordinate financial matters with other EOCs for deployments and assists budget technicians from other staff elements for all incoming and outgoing deployments.
Emergency Management Specialist for the Flood Control and Coastal Emergencies (FCCE) Public Law (PL) 84-99 and District Emergency Management Program for Natural and Man-made disasters.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is an obligated position.
- This is a Temporary position, Not to Exceed 3 years.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience (GS-9): One year of specialized experience which includes the administration of civil disaster response, flood preparedness, and coordination of missions during emergency activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
