About the Position: This is a situational telework position, not full-time telework. The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Duties
Supervise the Readiness Office and primary advisor to the District Commander and staff on emergency and disaster preparedness, response, and recovery activities.
Support and manage security guards.
Programmatic oversight of the District Levee Rehabilitation Program.
Provide administrative and management oversight of the District Security Programs that include Antiterrorism, Industrial Security, Information Security, Personnel Security, Physical Security, Operations Security, and Foreign Disclosure.
Serve as the District expert on matters dealing with Corps of Engineers' role in planning, preparing, responding to and recovering from various types of natural, man-made, and technological disasters.
Develop and update regional Emergency Management plans and programs that guide the execution of the Emergency Management mission.
Recommend to the Commander the appropriate training for all District personnel in relation to the Emergency Management and Security mission.
Assure that resources are in place and procedures are established to execute District-wide response and recovery activities.
Serve as the primary point of contact during duty and non-duty hours for all aspects of emergency management and security activities.
Serve as team leader of the District's inspection, rehabilitation, and advanced measures program.
Manage the District deployment actions for both CONUS and OCONUS locations.
Direct the planning and execution of the District's Emergency Management (EM) programs with managers, engineers, and other professionals within the Corps of Engineers, other Federal agencies, and states and local governments.
Assure appropriate planning and response teams are fully trained to execute their mission.
Serve as leader of the District's Emergency Support Function #3 cadre to include direct support to the National Emergency Support Function #3 Cadre.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a secret security clearance.
- This Mission Essential position requires long hours during emergency operations.
- This position requires an annual Financial Disclosure Statement OGE Form 450 be filed to assist agencies and employees to avoid conflicts between duties and financial interest.
- A one-year supervisory probationary period may be required.
- Duties may require travel up to 25 percent of the time.

Specialized Experience: One year of specialized experience which includes three (3) years of experience with Emergency Management programs (funding/resourcing infrastructure repairs, natural disaster response teams, mobilization AND worldwide contingency operations) OR experience with multiple Security programs (information, operations, personnel and/or physical security) AND Antiterrorism programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
