The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties
Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work.
Responsible for receiving, reviewing and processing Civil Engineering work requirements. Pre-screens requests using the Work Request Working Group (WRWG) processes to accomplish necessary requirement scoping and coordination.
Manages/Executes Facility Manager Program. Develops training and maintains data in support of the installation Facility Manager (FM) program.
Supports the Unit Control Center (UCC) during exercise and real-world situations. Receives training to support the UCC during exercises and real-world situations (i.e. natural disasters, chemical spills, aircraft emergencies, terror attacks).
Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.

- The work will require the employee to drive a motor vehicle. Must be able to obtain and maintain an appropriate valid driver’s license.
- Individual may be required to work various shifts, over-time, weekends, or holidays on short notice.
- Employee may be required to travel aboard military and civilian aircraft to attend training at locations other than the local community.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Equipment Facilities and Services Series, 1603.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities, rules procedures, and operations applicable to real property management and financial management. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities, rules procedures, and operations applicable to real property management and financial management.

Skill in preparing FM program reference material and training presentation, and tracking training currency for all assigned FMs.
Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making.
Ability to communicate effectively both orally and in writing to brief supervisor, lead work crews, and other groups; gather information; and prepare analyses of problems and reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
