Duties
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Plans, organizes, and directs the activities of The Adjutant General's (TAG) Integrated Primary Prevention (IPP) Program. Ensures legal and regulatory requirements as well as the needs of National Guard (NG) Service members, families and communities are met. Serves as the principal advisor to TAG regarding the integrated primary prevention of all self-directed harm and prohibited abuse or harm as defined in applicable regulations and policies. Ensures TAG's IPP program complies with all legal and regulatory requirements. Develops IPP plan(s) in coordination with all relevant offices (i.e. Family Programs, Resilience, SARC, Psychological Health, EO/EEO). As the technical authority and expert on primary prevention; researches, interprets, analyzes, and applies Department of Defense (DoD), National Guard Bureau (NGB), Air National Guard (ANG), and Army National Guard (ARNG) prescribing directives, Public Law, guidance, and regulatory instructions. Develops Joint Force Headquarters (JFHQ) goals and objectives to effectively address self-directed harm, prohibited abuse or harm, personal resilience, and quality of life issues impacting Service members and their families. Promotes cross organizational collaboration with JFHQ directorates, by assigning tasks to appropriate Wing/Region based on organizational priorities and requirements. Applying mastery level knowledge, provides recommendations; which have state-wide, and potentially national, impact in addressing self-directed harm and prohibited abuse or harm. Collects and reviews integrated primary prevention issues, disseminates findings to appropriate headquarters functional offices of primary responsibilities (OPRs) for resolution. Reviews progress and analyzes solutions, and, if appropriate, initiates action to raise issues to the NGB IPP cell for resolution. Provides recommendations to senior JFHQ leaders in developing/implementing the effectiveness of their primary prevention program. Provides expert counsel to leaders at all levels of best practices, and evidence-based programs, policies, and plans that increase primary prevention capacity and address specific population-level needs within their organizations. Oversees the development and allocation of all primary prevention funding and human resources impacting the full range of the IPP program. On behalf of TAG, monitors and controls budget and fiscal plans for integrated primary prevention related functions. Monitors and advises on activities of subordinate IPP programs. Supports the dissemination of NGB's comprehensive primary prevention initiatives. Ensures subordinates (Wing/Region IPP and JFHQ subject specific specialists) complete mandatory training requirements. Tracks prevention initiatives to ensure subordinates meet NGB requirements, and provides feedback, as required. Provides guidance to Wing/Region PPIs on the most complex issues when formulating a recommended course of action for leadership. Reviews complex issues prior to elevating to NGB. Makes appropriate IPP policy and strategy recommendations to NGB. Represents TAG on IPP issues at forums and conferences. Acquires communications, automated feedback mechanisms and computer systems to collect, transmit, analyze, portray, and integrate cross-functional, programmatic, and organizational information. Performs other duties as assigned.

- The incumbent must obtain and maintain a secret security clearance. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This will not exceed 14 days per year unless otherwise approved in advance by the TAG.

Qualifications
Minimum Requirement:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-13 -Must have at least 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
EXPERIENCE REQUIREMENTS:

- Knowledge of Primary Prevention efforts.- Knowledge of social-ecological systems theory.
- Knowledge and experience in the organization, management, and administration of programs and services to develop and administer Primary Prevention policies; ensure policy relates to applicable legislation, official policy and guidance to effectively direct, plan, develop and execute the Primary Prevention Program.
- Skill in development and maintenance of public understanding and sound working relationships with Federal, State, local and community agencies.- Skill in applying professional community organization abilities related to the formulation of needs assessments, development of prevention programs, and the marketing of programs.
-Knowledge of research, analytical and evaluative techniques and methods (and the ability to adapt as appropriate) to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of the National Guard Primary Prevention efforts sufficient to develop solutions to situations not normally encountered; to recognize and define social problems, to reach accurate conclusions, and to measure and improve program effectiveness and productivity, and make recommendations for program improvement at the State and National Level.
- Expert Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
