This position is in the Office of Administration (OA). OA is comprised of 16 lines of business providing services to a multitude of customers. Services provided to customers in VACO include event and audiovisual support, transportation, personal property management, space management, mail operations and administrative support to all VACO employees.

Duties

Submit completed applications for travel accounts to the bank. Responsible for answering questions on the proper use of travel accounts set spending limits. Requests electronic blocking of merchant codes and can requests lifting of the codes. Terminate travel cards timely (if/when necessary) and provide feedback to the traveler's leadership. Request suspensions and/or cancellations of travel accounts. Monitor monthly reports (i.e. delinquencies, unused tickets, reconciliation). Report fraud and delinquency to Supervisor/Leadership immediately upon he finding of discrepancy. Coordinates bank efforts for salary offset (if/when necessary) and provide feedback to OA's leadership. Maintains access to information on all charges made by travel account holders within their assigned area (during travel status). Incumbent will serve as the Contracting Officer's Representative (COR) for Multi-Function devices duty and is responsible for monitoring Contractor's performance and quality assurance. As the COR, incumbent works closely with the Contractor and Contracting Officer to resolve performance issues or contract disputes. Prepares, PWS, SOWs, IGCE, Market Research and submits for executions into VOA and IFCAP before the end of the Period of Performance for timely execution. Monitors contracts for funding requirements to ensure the funding and de-obligations are being executed timely before FY EOY Develops and provides Performance Metrics monthly, as required which provides analytical data on assigned programs which allows management to make informed decisions. Provides support in the development and monitoring for the bi-monthly Contract Executive Steering Committee (CESC} slides for forecasting budgets and monitoring contract compliance. Administer the Records and Information Management Program and aid Department Heads, Staff Officers, and Directors in its implementation. Plan, formulate, and prescribe Records Disposition Policies, Systems, Standards, and Procedures In cooperation, with Department heads, Staff Officers, and directors identifies vital records and establishes a Disaster Plan for the Staff Office to ensure maximum availability of the records to re­ establish operations quickly and with minimum disruption and expense Develops procedures to ensure the permanent preservation of the historically valuable records within the designated Staff Office. Provide Records and Information Management advice and assistance ill Department Heads, Staff Officers, and Directors by training Government Personnel as well as Contractors on the NARA approved guidelines as it applies procedures and policies. Monitor records retention schedules to determine if the records and information management program follows NARA guidelines. Instruct Records Liaison Officers and other personnel on policies and procedures of the Records and Information Management Plan and their duties in the Records and Information Management Program. Directs Records Liaison Officers on conducting records inventories in preparation for the designated Staff Office of Records Control Schedules as required by NARA guidelines. The incumbent will monitor, and process Concur travel request in accordance with all VA and Federal travel regulations. The Incumbent will ensure OA directors approve travel within time constraints of travel. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) overseeing a travel card program for an office; (2) processing equipment requests and establish email accounts for an organization; (3) administering a records and information management program; (4) serving as a contracting officer representative for a multifunction device contract.. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
