Duties

The Sentinel program is a major defense acquisition program charged to deliver a full system replacement for the nation's Minuteman III Intercontinental Ballistic Missile System, providing a strategic deterrent to nuclear attack against the United States. DUTIES: Serve as an Acquisition Program Management Specialist for the development and technical oversight of command & launch software from requirements to full operational capability Perform activities related to the control and management of cost, schedule, risk, and resource optimization. Collect and analyze Earned Value Management data of software teams to ensure contractor teams are meeting cost and schedule targets. Coordinate with Software Branch partners to provide status, data, and risks to meet their oversight needs. Coordinate collection of feedback and reporting of performance feedback for contractor support and for prime contractor award fee evaluation. Conduct program management reviews of government and contractor partners work in support of the Sentinel Software Branch. Perform special projects in support of the Software Branch needs to answer questions and provide data to satisfy requests from higher Air Force and Congressional oversight. SKILLS: At least two years' program management experience in technology maturation, science and technology innovation, and/or DoD weapon system development highly desired. Experience managing and executing projects or programs, including gathering stakeholder detailed requirements, and working with contractors to ensure project success is highly desired. Experience with establishing, executing, and managing scope is highly desired. Ability to manage multiple tasks simultaneously in a dynamic environment. Knowledge of Program/Project Management, Government Procurement, Technical Support, Configuration/Data Management, engineering, and contract support. Familiarity with, and willingness, to learns tools such as Jira, Confluence, and MS Project for project tracking and management. Familiarity with software development & sustainment, and systems engineering work environments. Project financial management such as cost estimating, budgeting, proposal review, cost tracking, and Earned Value Management.

  • Employee must be able to obtain and maintain a Top-Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Manager “Practitioner” Level certification within 36 months of appointment.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).
  • This position requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months.
  • Work requires the appropriate Program Management APDP certification, and the employee must be capable of achieving and meeting according to position requirements.
  • This position may require travel.
  • Employee may be required to work extended hours, or other than normal duty hours i.e., overtime/comp time/credit hours to accomplish assigned duties.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).

Knowledge of business, safety, security regulations, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Skill to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. 4. Skill and ability to negotiate and/or defend findings and program support concepts and skill in preparing and presenting highly complex technical material or highly complex issues, or both, to non-specialists. 5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
