Duties

SUMMARY: The primary purpose of this position is to develop and manage all aspects of training policy in assigned areas to unsure training requirements of the Air Force are met. DUTIES: Serves as program manager for the Instructional System Development (ISD) program for the Air Force. Prepares Air Force numbered ISD publications as directed by HQ USAF/DP. Develops professional education and training responses to questions on command education and training resourcing issues from DoD activities, HQ USAF, HQ AETC, Numbered Air Forces, MAJCOMs, and various federal agencies Actively participates in strategic planning to improve assigned program direction and focus using strategic planning tools and techniques. Represents the Air Education and Training Command at meetings, conferences, workshops and teams such as Training Planning Teams, Process Action Teams, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, General Education and Training series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas. NOTE: You must submit a copy of your transcripts. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Applying a working knowledge of technical education and training operations, development of policies, procedures, organization, and resources to include knowledge of training systems, requirements analysis principles, Instructional Systems Development, command policies, and program management procedures. 2) Working knowledge of the principles, practices and techniques of training development, management, and administration; evaluation of instructional programs to include appropriate metrics; resources, civilian personnel policies and requirements as they relate to education and training; and accreditation requirements. 3) Applying a working knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and base level training programs that govern, interface with, and/or influence technical education and training and instructional systems management. 4) Planning, organizing, and managing critical aspects of research, development, and support of instructional systems and integrate, analyze, manage and communicate a variety of technical education and training programs effectively, clearly, and concisely with technical accuracy in a timely manner. 5) Relating instructional material, facilitation techniques, and process improvement tools to real-life situations at the Executive level. 6) Applying a working knowledge of instructional design and materials development principles and processes to include use of technology in the design and delivery of training and principles of techniques required to evaluate instructional programs. 7) Working harmoniously with all levels of command personnel and skill in accomplishing special training studies and projects. 8) Establishing and maintaining good working relationships with individuals and groups within HAF, MAJCOM, as well as, outside organizations/agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of learning theory and educational principles, instructional design and materials development. Knowledge of flying training administration, policy, procedures and resources Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management io accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Knowledge of training devices end simulators, instructional design, and materials development to include use of technology for design and delivery of training. Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important. and severe military operational and contingency areas. Knowledge of the processes and documentation involved in the defense system acquisition life cycle. Knowledge of planning and managing interservice and joint training programs. Ability to effectively communicate orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
