The primary purpose of this position is to Serve as a command headquarters level Instructional Specialist within Force Development (FD) for competency development and management, to plan, organize, and develop Air Force (AF) wide research studies to determine the competencies for development of AF personnel through a continuum of learning.
Duties
Determine the necessary processes and procedures for the establishment, execution, and sustainment of Force Development
Competency based programs.
Serves as the recognized educational/instructional systems expert with AF-wide scope and responsibility for researching, developing, assessing, and executing Air Force foundational and occupational competencies programs.
Leads and/or participates in large scale research and analysis on AF personnel and databases, applies educational/instructional systems expertise for research, design, and development of competencies.
Represents AETC senior leadership on matters concerning AF FD, Competency Development and implementation, and AETC recruiting, education, training, and experiential learning operations, strategies, and design during briefings, meetings, working groups, seminars, and/or conferences.
Lead and/or participate in/on special assignments, initiatives, projects and/or teams. These special duties include, but are not limited to, AF and AETC level boards, committees, panels, and councils.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, OPM Group Coverage Qualification Standards for Professional and Scientific Positions + IOR for Instructional Systems Series, 1750.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes ensuring compliance with Instructional Systems regulatory requirements and governing directives; experience in completing Instructional Systems duties and responsibilities described with the position; initiating and responding to telephone/e-mail inquire when there are questions regarding instructional policy.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge (professional) of the Instructional System Development (ISD) techniques to analyze, design, develop, implement, and evaluate organization training programs and processes and the ability to apply learning theory to specify objectives, design training strategies, validate training materials, and evaluate training effectiveness and efficiency.
Knowledge (professional) of current and emerging theories, concepts, principles, policies, guidance, procedures, techniques, methodologies, and trends pertaining to human cognition, learning, development, and performance at individual, group, and organizational levels.
Knowledge of the missions, roles, functions, organizational structures, and operation of the various organizational level learning programs that govern, interface with, and/or influence recruiting, education, training, instructional systems management, and other development programs to provide expert advice pertaining to adult learning theory and development.
Ability to plan, organize, develop, and conduct special studies and projects; make recommendations on substantive education, training, and other operating programs; collaborate effectively with others to develop and coordinate with affected leadership; brief solutions; and implement recommendations.
Knowledge (in-depth) of organization strategic programs. Ability to independently lead and develop priorities, goals, objectives, and metrics while synchronizing and sequencing key events, milestones, and methods of evaluating the effectiveness of planning actions related to actual or planned events; and understand the relationship of the various command entities that direct or support learning programs, resourcing, planning, and execution of force development operations, initiatives, and evaluations.
Ability to work well with others in a team approach and to interface with a wide range of personnel, including senior leadership, to gain cooperation from others through tact, courtesy, diplomacy, and professionalism. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy to provide insightful and impactful presentations to executive leaders and team members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
