Duties
Plans and performs technical management in support of the overall management of the DoD Ozone Depleting Substances / Hydrofluorocarbon Reserve (ODS and HFC Reserve)
Participates in the development of policy, plans, procedures and cost determinations for establishing, budgeting and managing the DoD ODS and HFC Reserve
Participates in the evaluation and validation of Military Service/Federal Agency special requirements mission critical requirements, program quantity levels, report generation, and new technology.
Monitors stock levels of managed material by National Stock Number and quantity.
Monitors managed material consumption and demand patterns.
Utilizes the Enterprise Business System (EBS), Distribution Standard System (DSS), and stand-alone ODS Web Application (OZONE) to extract and analyze product demand data.
Assists in the development of appropriate Performance Work Statement/Statement of Work language during the development of managed product inventory replenishment and logistics support contract solicitations.
Assists in developing the Independent Government Cost Estimates for select inventory replenishment contract solicitations.
Performs all tasks and duties associated with Contracting Officer's Representatives.

Qualifications
To qualify for a Reserve Planner (Ozone Depleting Substances) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performing technical management in support of the overall management of DoD ODS&HFC Reserve operations.
Implementing process controls to ensure compliance with international agreements and domestic law/policy regarding ODS & HFCs, such as the Montreal Protocol, the Clean Air Act and the American Innovation & Manufacturing AIM) Act.
Utilizing the Enterprise Business System (EBS) and stand-alone ODS Web Application to extract and analyze product demand data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
