The primary purpose of this position is: To serve as a Technical Training Instructor performing all technical training instructor classroom-related activities, supporting officer course curriculum development, modification, and/or revision efforts in initial skills, advanced, and/or supplemental Technical Training courses utilizing approved curriculum.

Duties

Instructs students through assigned blocks of instruction at basic and/or advanced technical/administrative levels of DCAPES Planning and FAM (Functional Area Manager) instruction courses. Researches, develops, revises, and recommends updates to DCAPES Planning and FAM course materials in accordance with established learning objectives. Plans, develops, executes, and evaluates a comprehensive and effective training program. Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include staff surveillance visits to various training activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Adminstrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of a wide range of instructional concepts, methods, and techniques required to develop and plan a variety of difficult and complex courses associated with teaching advanced technical systems or subject-matter areas. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility. Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel. OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your college transcripts. OR LL.M (IF RELATED) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest. 2. Knowledge of DCAPES Component Planners and Functional Area Managers (FAM) at a practical level to include training methods, techniques and tools used to maintain and conduct technical communications systems training at the officer level. Comprehensive practical knowledge of contingency, mobility, or war planning to include awareness of changes or new developments in technology. In-depth knowledge of training methods, techniques, and tools in order to design, develop, maintain, and conduct courses in war planning and give lectures and participate in DCAPES development discussions at the appropriate MAJCOM, DRU, FOA, HAF level. 3. Knowledge of tests and measurement principles, techniques, and objectives. 4. Skill in accomplishing special training studies and projects. 5. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. 6. Ability to analyze problems and develop appropriate solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
