The primary purpose of this position is to as a supervisor of classroom instructors, GS-9 and military equivalent, with responsibility for one or more courses.
Duties
Plans, organizes, and directs the activities of the Comptroller Apprentice Course, ensuring that training complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the organization with a variety of installation and functional area organizations.
Instructs students through assigned blocks of instruction at basic and/or advanced levels.
Develops and/or revises lesson plans and training materials assigned curriculum.
Monitors and evaluates student progress and performance.
Inputs necessary data into the Technical Training Management System (TTMS).
Accomplishes special projects related to specialty area.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-1712, Training Instruction Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, knowledge and skill of the comptroller career field. Ability to plan organize and direct the functions of the comptroller course. Knowledge of safety and security regulations, practices, and procedures. Knowledge of training aids and devices used in training programs. Knowledge of instructional design and materials development for assigned courses. Knowledge of tests and measurement principles, techniques, and objectives. Knowledge of computer applications and security program responsibilities.

EDUCATION: Successful completion of a Ph.D. or equivalent Doctoral Degree OR 3 full years of progressively higher level Graduate education leading to such a Degree or LL.M. Education must have a major study in education or a subject area related to the position to be filled. NOTE: You MUST submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts.
FOR COMMUNITY COLLEGE OF THE AIR FORCE GS-1712 POSITIONS: All faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools; Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an Associate's Degree in order for the school to meet accreditation criteria. NOTE: You MUST submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and procedures and skill in evaluating administrative operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customers and organizational requirements.
2. Knowledge of management and organizational programs, operations, objectives, and policies to conduct studies and evaluate administrative processes, prepare reports and encourage understanding and acceptance of findings and recommendations.
3. Knowledge of extensive rules, procedures, or operations applied to executive secretarial assignments to perform administrative work of the office, such as preparing and editing documents, evaluating administrative processes, and locating, assembling and composing information for various reports, inquiries, and correspondence.
4. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor's calendar, and to perform other substantive or administrative work of the organization.
5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to communicate effectively and efficiently, both orally and in writing.
6. Knowledge of organization/function of U.S. Government agencies, domestic and overseas, as well as foreign relations/protocol procedures that apply to foreign military/civilian leaders and of sensitive, unique customs/courtesies of the international community.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
