This position is assigned to the Budget Management Section within Fiscal Service. This Section is responsible for financial reporting, monitoring, analyzing, and projecting the financial resources of the medical center.

Duties

Duties include but are not limited to: Review, edit, and consolidate annual and multi-year budget estimates for assigned organizations and programs into a single budget request. Prepare or edit narrative justifications and projected funding needs, and ensure that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports. Analyze forecasts for customers such as the agency and the public their demands for services; and for changes in nature, type, and cost of services produced. Monitor the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts. Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives. Conduct special studies and analysis to develop required data and information for reporting purposes; and prepare administrative reports. Prepare and present financial briefings. Prepare documents needed to process budget estimates, request for supplemental appropriations, requests for reprogramming apportionments and allotments from higher headquarters needed to finance new programs or program changes brought about by legislative action. Perform analyses of budget requests; considers unforeseen factors and shifts in program direction and emphasis, as well as requests not included in planned programs; and explores alternative sources of funding. Develop justification and impact statements, and compiles data to be used for forecasting obligations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07; For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Departmental and Federal budget processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives, Familiarity with budgetary theory, concepts, principle, and practices, planning, analyzing, and determining cost/benefit relationships, and resolving issues when laws and regulations are highly interpretive and non-existent, knowledge and understanding of payroll policies, procedures, and personnel actions and how they affect pay and leave policy within the Department of Veterans Affairs, coordination and integration of a number of very important and complex financial programs such as the Financial Management System, Veterans Equitable Resource Allocation (VERA), Decision Support System (DSS) and Payroll Systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement Note: You must submit a copy of your transcript with your application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education to meet the total experience and education requirement. Note: Your experience must be documented in your resume and transcripts are required. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performs routine and recurring budget administration duties, gathering, reviewing, and consolidating narrative information and statistical data to formulate and present budget requests, checking accuracy of budget and program data, preparing preliminary budget estimates, reviewing, and recommending approval, disapproval, or modification of budget execution documents, audits on control and use of funds, Enters budgetary data into a variety of forms schedules, spreadsheets, and reports then recommends and makes adjustment when required, Analyzes and evaluates continued changes in program plans, analyzes financial and budgetary relationships. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education to meet the total experience and education requirement. Note: Your experience must be documented in your resume and transcripts are required. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of budget formulation sufficient to review, edit, and consolidate annual and multi-year budget estimates for assigned medical facility organizations and programs into a single budget request; Extensive knowledge of budget execution in order to monitors the execution of a budget with many different sources and types of funding; Ability to analyze and evaluate continual changes in program plans and funding, and their effect on financial and budget program milestones; experience in interpreting and analyzing the effects of changes and fluctuations in the methods of budget formulation promulgated by OMB, changes in legislation, results of Congressional appropriations hearing, changes in Federal employee benefits, and variations in the medical facility workload on the operating budget. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level education to meet the total experience and education requirement. Note: Your experience must be documented in your resume and transcripts are required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary, in a highly automated environment and usually accomplished while seated at a desk or table: Some work may require nominal walking or standing for short periods of time. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences.
