This position is assigned to the Budget Management Section within Fiscal Service. This Section is responsible for financial reporting, monitoring, analyzing, and projecting the financial resources of the Chalmers P. Wylie Ambulatory Care Center.

Duties

Assisting in the preparation of budget estimates and justifications; interpreting regulations, directives and circulars; providing information and advice to program managers; reviewing service, care line and facility budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed. Provides technical and administrative supervision to the Budget and Payroll sections of Fiscal Service. Establishes performance standards and evaluates the performance, makes determinations on grievances, recommends training and approves leave. Hears grievances, reviews recommendations for hiring, promotion and adverse actions. Oversees the daily operation of these sections, ensures that agency policies and priorities are being followed. Gives advices, counsel, and instruction to employees on both work and administrative matters. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-1 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of Departmental and Federal budget processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives. Detailed knowledge of VA organization and programs to analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the organizations' budget and program goals and objectives and knowledge of the medical center organizational structure, missions, functions. processes, objectives and policies to assess compliance and the meeting of objectives through management studies. Mastery of a professional knowledge of budgetary theory, concepts, principle and practices in order to independently plan and conduct a variety of assignments dealing with budgeting. Analyzes budget systems, and modifies or adapts conventional budgeting and analytical techniques to solve a variety of budgeting problems and assures that budget forecasts. Estimates and submissions conform to requirements, guidelines and financial objectives. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary, in a highly automated environment and usually accomplished while seated at a desk or table. Some work may require nominal walking or standing for short periods of time. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences. Incumbent may be required to carry small file boxes into storage, carry light items or drive a motor vehicle.
