The incumbent serves as a Senior Resident Engineer and is assigned to the Field Resident Engineer Staff in one of CFM's regions. The incumbent is responsible for providing oversight and guidance for large, complex major construction projects, and overseeing execution of major construction contracts involving new construction, renovation projects, seismic reinforcement, modernization projects, demolition, lease projects, and major utility replacement systems.
Duties
The major duties and responsibilities include but are not limited to:
Reviewing and analyzing contract plans and specifications.
Identifying problem areas or potential problems with planned construction activities and making recommendations to resolve the issue.
Monitoring daily on-site activities and determining the sufficiency of completed work by craftsmen and tradesmen, and evaluating the work to ensure compliance with contact documents.
Preparing proposed change orders and unanticipated conflicts, obstacles, or conditions on site.
Conducting and carrying out daily and final inspections.
Reviewing contractor's cost breakdown and submittals on proposed equipment and materials.
Initiating lab testing of materials to assure compliance with contract specifications and taking daily inventory of construction materials received and used.
Maintaining accurate and complete job files, including as-built drawings and specifications.
Coordinating planned disruptions to utility services and documenting daily environmental conditions that may impact safety or cause delays.
Planning and coordinating disruptions to utility services as needed to keep construction progress on schedule and to minimize disruption to ongoing VA operations, while keeping all parties abreast of the situation.
Maintaining an inventory of materials, supplies, and equipment to deter abuse or fraud against the Government.

Physical Requirements: The work requires regular and recurring field and construction inspection, investigations or surveys in which there is a considerable amount of walking, stooping, bending, and climbing. Inspections are often done over a rough terrain and in tight and awkward locations, under somewhat hazardous conditions. Engineers are required to wear hard hats when performing work on the construction site.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date 11/11/2024 of this announcement.
You must possess at least one (1) year of specialized experience as described below:
GS-13 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-13 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in Federal Service. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Examples of specialized experience include but are not limited to:
Providing construction management engineering services;
Documenting and observing hands-on construction for adherence to proper application techniques;
Monitoring funds and progress to ensure timely completion of projects;
Providing oversight and project management for construction or maintenance efforts;
Developing technical data regarding materials, sizes, dimensions, quantities and costs for incorporation in formal specifications,

Education
There is no educational substitution for this position; however, you must meet the Basic Education requirement.
A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience. college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. - Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. - Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.
