Duties
If selected at the GS-12 level, the below responsibilities will be performed in a developmental capacity.
Supervises and directs the work of Human Resources Specialists and Technicians in accordance with established work flow, skill level and/or occupational specialization, making adjustments to ensure timely accomplishment of assigned work tasks.
Provides leadership and training to team and staff, and oversight, guidance and advice regarding federal civilian human resources processing policies, regulations, processes and procedures.
Identifies program issues involving organizational and administrative factors and changes to Human Resources regulations and laws.
Interprets and clarifies Federal civilian HR policies, standards and procedures regarding staffing, classification, position management, employee and labor relations.
Provides comprehensive program oversight and advice regarding position classification and position management to serviced agencies and activities.
Provides advice and support on broad Federal civilian agency human resources projects and programs as the representative on Federal civilian classification-related initiatives.
Reviews proposed federal civilian reorganization requests and develops concerns and recommendations.

Qualifications
To qualify for a Supervisory Human Resources Specialist (Class/Recruitment & Placement), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-13: Providing recruitment and placement advisory services to managers and supervisors regarding federal civilian human resources and policies, regulations, processes, and procedures; Leading a team of HR Specialists performing federal civilian HR functions; Analyzing and completing Federal civilian recruitment and placement actions; Utilizing Human Resources Management principles, concepts, regulations, and practices in the areas of recruitment, placement, human resources qualifications standards, and automated personnel programs.
GS-12: Providing recruitment and placement advisory services regarding federal civilian human resources and policies, regulations, processes, and procedures; Completing Federal civilian recruitment and placement actions; Utilizing Human Resources Management principles, concepts, regulations, and practices in the areas of recruitment, placement, human resources qualifications standards, and automated personnel programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
