The incumbent reports directly to the Director of the Multiple Sclerosis Center of Excellence (MSCoE) West at the VA Puget Sound Health Care System (VAPSHCS) in Seattle, and works with the National MSCoE Administrative Officer (AO) in the Neurology Clinical Program within the Neurology Program Office in VA Central Office (VACO) Specialty Care Services.
Duties
Responsible to collect, coordinate, assemble, manage, read, evaluate, interpret, track, review, edit, and finalize mandatory MSCoE administrative reports. These can include national reports such as the MSCoE Annual Report, the MSCoE Score Card, the Neurology Assessment Advisory Subcommittee (NCAS) Report, MSCoE 5-year Summary for the VACO Evaluation, MSCoE Strategic Plan Goals and Strategies, the MSCoE and RSP VERA Report, and develop other supporting documents for the MS System of Care.
Works collaboratively with the administrative staff in East and West to support the MSCoE functional cores (clinical care, education, informatics, and research), to schedule meetings, and develop and track projects progress. The incumbent must collaborate with Directors on strategic planning and tracking of outcomes.
Responsible for the administrative guidance, regulatory compliance, quality assurance and control, performance measurement and improvement, and policy management focused in MSCoE West in Seattle. The incumbent must demonstrate self-initiative along with independent thinking and must be proactive while working with MSCoE leadership at all levels, without losing sight of the day-to-day operations in Seattle. Completes assigned duties and responsibilities by established due dates, often by mid-day Eastern time. Most importantly, the incumbent requires an ability to apply an understanding and knowledge to solve administrative problems and implement policy. This involves an accurate interpretation of standard reference material, texts, and manuals covering the application of analytical methods and techniques, and instructions and manuals covering the subjects involved. However, the analytic methods contained in the guidelines may not directly apply to a particular situation. In this instance, prior studies of similar situations may be useful. The incumbent uses judgement to choose and adapt an existing similar guideline. Analytical methods contained in the guidelines are not always directly applicable to MSCoE's specific work assignments.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-11 EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: project management experience and skill, including planning, organizing, facilitating teams, fiscal responsibility, and negotiation; contributes to achievement of program objectives, including the essential system-wide objectives related to Risk Management, Accreditation Readiness, Quality Assurance, Employee Occupational Health, Infection Prevention, and Performance Improvement; promotes team building and improves business practices to eliminate barriers to productivity and efficiency; knowledge and skills in applying analytical and evaluative methods and techniques to issues or actions related to office administration; knowledge of pertinent laws, Directives, regulations, policies and precedents which affect administrative operations.

EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M., in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Applicants must have equivalent combinations of successfully completed graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The job is primarily sedentary, although some slight physical effort may be required. Much of the work is at a desk but some movement in the facility, such as walking to attend meetings or to deliver materials might be required. There are possible travel opportunities locally and nationally to meet with colleagues in MSCoE, the MSCoE National Network, the NCP and NPO staff, and National non-profit stakeholder meetings that are better done in person.
Work Environment: The incumbent typically performs work in an office setting with adequate light and climate control, or upon advance arrangement from a virtual site. However, there is occasional approved work-related travel in the Pacific Northwest or in other parts of the United States for MSCoE planning, evaluation, or dissemination of information.
