This position is located in the Small Business Administration, GCBD-Area 5-Dallas in Denver, CO. Serve as the Procurement Center Representative (PCR) reviewing and coordinating procurement operations and actions of the federal procurement centers/installations to which assigned in an effort to aid, counsel, assist and protect the interest of small business.

Duties

The Procurement Analyst duties include: Serving as the SBA procurement center representative (PCR) for one or more major Federal and/or military procurement installations that have acquisition responsibility for major end items and assemblies, spare or replacement parts, systems, services, or end products procured for both military and civilian federal agencies. Reviewing all procurements over the simplified acquisition threshold not set-aside by the agency, including bundled requirements, for the potential of initiating a small business set-aside. Reviewing subcontracting plans from assigned activities to ensure plans contain aggressive subcontracting goals for small business, small disadvantaged business, woman-owned small business, veteran owned small business and HUBZone firms. Performing compliance and capability reviews that support SBA's Surveillance Review Program and Certificate of Competency Program. Performing analysis of Federal procurement data and small business goaling achievements as they relate to participation of small business concerns, small disadvantaged business concerns (including 8(a) Business Development concerns), economically disadvantaged/women-owned small business, service-disabled veteran-owned small business concerns, and qualified HUBZone concerns in acquisitions relating to Federal buying. Counseling small business concerns and advising them on how to market and sell their products and/or services to federal procurement agencies. Participating in high level conferences with commanding officers/senior executives/heads of contracting activities to advocate for increased opportunity for small business and to provide a strong acquisition climate for eligible small businesses. Working closely and cooperatively with the SBA District Office(s) in the area of geographical coverage to promote SBA's programs and SBA resource partners and stakeholders. Conducting periodic training seminars for procuring activity personnel to keep them abreast of changes in the procurement process that impact small business, including small disadvantaged business, 8(a), woman-owned small business, veteran owned small business and HUBZone firms. Performing other duties as assigned.

Qualifications

GS-13 Basic Qualifications: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver as noted under Paragraph D in the GS-1102 Contract Series qualification standard at www.opm.gov. AND Specialized Experience: One (1) year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector which demonstrates: (1) The ability to work independently applying and interpreting knowledge of federal procurement small business laws, regulations, policies and procedures to support businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND (2) Reach conclusions that small businesses are eligible to compete for federal related contracts (i.e. contract development, supplier training, supplier development). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. (1) Possess a FAC-C (Pro)/ DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C (Pro). You can find additional information regarding the certification requirements at https:// www.fai.gov/certification/fac-c/new-fac-c-professional You MUST submit a copy of your current and valid qualifying FAC-C (Pro)/DAWIA (Pro) certification with this application or you will be rated ineligible for consideration. OR (2) I do not currently have the FAC-C (Pro)/DAWIA (Pro) but I understand I will be required to obtain certification within 24 months of entrance upon duty. I also understand I will be required to sign a training agreement and a statement of understanding. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/13/2024.
