This position is located at US Mint,Denver- MANUF DEPT/Plant Mgr CO /Budget and Accounting Div CO/ BUDGET ACCOUNT AND ADMIN SEC. As a Lead Contract Specialist, you will assign and coordinate procurement staff daily tasks, including contract documents for research and administration for supply, and service and construction agreements required for the operation of the facility.

Duties

As a Lead Contract Specialist, you will: Plan and conduct procurement activities for material, service and construction acquisitions where little to no contractual precedent may exists to serve as guidance; develop and modify procurement strategies or pricing structures based on sound business judgment in the best interest of the Government. Administer complex contract agreements approved by headquarters that extend over several years and require monitoring of performance by the COR or Site Manager; negotiate pricing rates, claims, change orders and process termination and close out documents. Conduct program reviews of a wide range of procurement functions performed by subordinate activities; perform the initial planning necessary to conduct management evaluations of procurement programs for compliance with procurement policies and regulations. Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Employment is contingent upon one's ability to maintain an active FAC-C Level II, FAC-C (Professional), or DAWIA (Defense Acquisition Workforce Improvement Act) certification. INDIVIDUAL OCCUPATION REQUIREMENT (IOR)In order to qualify, you must meet the requirements outlined in A AND B, OR C below. A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. The training curriculum required for this position (referenced in section A above) is completion of FAC-C Level I and Level II mandatory courses. (Remember to include a copy of training completion to receive credit). FAC-C Level III is preferred, but not required. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III certification, then the applicant meets the training requirement. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Remember to include a copy of transcript to receive credit) C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Specialized Experience: For the GS-13 you must have at least one (1) year (52 weeks) of experience at or equivalent to the GS-12 level that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position. Specialized experience is defined as: - Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND - Executing contractual agreements; AND - Purchasing or administering services in accordance with procurement laws, regulations and processes. AND -Planning and conducting negations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12level for 52 weeks.
