The primary purpose of this position is to serve as a Signals Intelligence (SIGINT) systems, applications, and capabilities Subject Matter Expert within the U.S. Special Operations Command, Cryptologic Office.

Duties
Serves as a senior Signals Intelligence Technical Advisor and primary consultant for the acquisition of Signals Intelligence, Surveillance, and Reconnaissance systems.
Maintains technical currency in Signals Intelligence. As a senior Signals Intelligence technical advisor, incumbent keeps abreast of continuing advances in signaling techniques, methodologies, and information processing tools to develop and implement experimental/novel approaches to improve collection, analysis, and processing of collected signals.
Represents USSOCOM J2 in a variety of SIGINT joint/allied functional area activities and organizations.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.
Implements and administers the SAP Physical/Personnel Security program. Implements DoD, USAF, Defense Intelligence Agency (DIA), and Major Command (MAJCOM) policies and directives for the construction, protection, and operation of all advanced programs facilities.

- This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge on the full spectrum of the U.S. Intelligence community, missions, capabilities, and systems. Understanding of the SOF global Signals Intelligence mission, deployment, and operational posture. Knowledge of new and/or emerging collection systems and requirements, processing techniques, reporting formats and contents, and how they fit into the national intelligence strategy. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national IC, DoD, and SOF.
Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons system's life-cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USSOCOM and Component research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises.
Knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements.
Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
Skill in communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs.
Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resource, based on mature judgment and experience and present and/or defend a position effectively. Knowledge of safety, security, and personnel management regulations, practices, and procedures and planning, organizing, and directing the function and staff of a small organization or element.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
