Duties

- Preeminently recognized by HAF A2/6 ACC, 16 AF, MAJCOM A2/6s, NSA and national intelligence community as the technical expert in cryptologic signals intelligence and cybersecurity functional areas. - Conceives, initiates, implements, and monitors Air Force and 16 AF policy, programs, and projects associated with the conducts of 16 AF SIGINT production issues at annual total obligating authority of $20+ million. - Serves as the authoritative consultant or member on boards and/or panels charged with formulating policy, advising, and evaluating signals intelligence programs, C41 programs, and state-of-the-art innovative an technologically advanced architectures having DoD-wide, service-wide and national significance and importance. - Incumbent serves as the wing's Civilian Personnel Officer (CPO) and senior 70 ISR Wing Defense Civilian Intelligence Personnel System (DCIPS) advocate and consultant.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security; knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security. 2. Expert knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 3. Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating internal security programs. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 6. Ability to plan, organize, and direct the functions and staff of a small organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Clearance and Access requirement: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related special-sensitive information, or involvement in Top Secret (TS) Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. The incumbent will be vetted through NSA and must be able to obtain and maintain continued access to material, systems, facilities, and/or campus. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This position entails stateside and worldwide travel in support of mission operations. Travel by civilian and/or military air is frequently required. This position requires availability for short notice work of weekends, holidays and evening. Flexibility in adjusting scheduled workdays is mandatory. Incumbent must be available for frequent TDYs as necessary in executing position responsibilities. The incumbent must have considerable experience in the military intelligence and intelligence systems community and in the planning, management, and execution of programs. The incumbent must be capable of interacting successfully with the operations Air Force community, manager, engineers, scientists, senior-level government officials and representative of other government agencies, academia and industry. This position entails stateside and worldwide travel in support of mission operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
