About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade.
Duties
Serve as the Director of Cyberspace Plans, Analysis, Training and Exercises for the 780th Military Intelligence Brigade.
Conducts extensive coordination with appropriate Department of Defense, USCYBERCOM, Army Component Command and Intelligence Community organizations.
Make authoritative recommendations for changes to U.S. Signals Intelligence Directives, Army Cyberspace Operations Doctrine, internal operational procedures and policies.
Exercises a mastery of Cyberspace Operations, activities theory, doctrine, systems, concepts, laws, regulations, policies, statutes, executive orders, and methods to conduct high priority operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- TDY may constitute up to 35% of time, with additional travel within the metropolitan Washington DC area.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must be able to obtain and maintain access to NSA systems and facilities.
- Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays. Overtime/shift work may be required.
- This position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.
- Position is Non-Combat Essential (NCE) in support of Army?s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
- Must sign DD Form 2365 and must maintain levels of medical, security, performance, conduct, and overall fitness that makes them suitable for assignment to an austere and stressful combat environment.
- Failure to perform the duties of this position may result in appropriate action ? defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

Specialized experience is defined as: Directing/synchronizing operational planning, intelligence analysis, cyber support, and and operational execution of cyberspace operations for an intelligence activity; planning, coordinating and conducting specialized research and development of software and/or hardware utilized in direct support of activity requirements; oversees the resourcing of operations assets to ensure necessary warfighting capabilities and operations, war and contingency planning, and long-term requirements development; and, representing the activity during forums, working groups, and committees in order to influence the review, coordination, and approval of programs, concepts, and activities for worldwide implementation. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-14).

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
