This position is located in the Space Resources and Asset Management Branch (SRAMB), Office of Workplace Solutions (OWS), Office of Science Management and Operations (OSMO), Office of the Director (OD), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS), located in Montgomery County, MD.

Duties

If selected for this position, your duties may include, but are not limited to: Coordinate short- and long-term facilities planning and project development on behalf of NIAID program requirements, as well as oversight for specific projects. Coordinate with NIAID and NIH facilities, budget, and legislative affairs staffs on NIAID facilities issues, including input for budget preparation, appropriations language, and technical support. Coordinate with project managers and building operations personnel to ensure that data collection, analyses, and project implementation are accurately maintained. Develop and manage technical contracts required for planning, operations, and analyses of facilities to include acquisition strategy development, selection, and implementation. Prepare statements of professional scope of work and negotiate contract specifications and design changes with organizational elements of the Institute and contractors. Evaluate design and construction objectives and identify the most economical and efficient procedures for building renovation, design and construction. Lead site investigations and evaluate data obtained to determine feasibility, and site configuration, or condition of structure and essential data prior to initiating design. Use computers/computer software such as information management programs, computer aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work.

Qualifications

You must meet at least of the one following basic Office of Personnel Management prescribed occupational series requirements (GS-0801, GS-0808) described in the following two questions. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. Basic Requirements for the General Engineer GS-0801-13 A. I qualify for this position because I have a bachelor's degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum. OR B. I qualify for this position because I have a bachelor's degree in professional engineering that includes differential and integral calculus and courses (more advanced that first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR C. I qualify for this position because I am registered as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. OR D. I qualify for this position because I am currently registered as an Engineering Intern (EI) or an Engineer in Training (EIT). OR E. I qualify for this position because I have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR F. I qualify for this position because I have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. OR G. I qualify for this position because I have successfully completed a curriculum that led to a bachelor's degree in engineering technology OR in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND I have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Basic Requirements for the Architect GS-0808-13 A. I qualify for this position because I have a degree with a major in architecture. OR B. I qualify for this position because I possess a degree in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR C. I qualify for this position because I have a combination of education and experience-college-level education, training, and/or technical experience as demonstrated by at least one of the following: Related Curriculum: I have a degree in architectural engineering with course work covering function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR; Experience: I lack a degree in architecture but have l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, I have 5 years of such experience. In addition to meeting ONE of the requirements above, you must demonstrate the following: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing technical engineering services and architectural services for the construction, renovation, or improvement of buildings and facilities; managing facilities design and construction projects and contracts; developing or reviewing specifications and requirements for facilities design and construction projects; and assessing and ensuring compliance of facilities programs and projects with regulations and requirements. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
