The Division of Technical Resources (DTR) oversees scientific bioenvironmental studies, advances emerging technologies for federal biomedical facilities, manages one of the most technologically advanced Central Utility Plants in the country, ensures NIH Aseptic Production Facilities compliance, develops the NIH Design Requirements Manual, and utilizes Data Science and Artificial Intelligence for decision-making in DTR operations.
Duties
As a Supervisory Interdisciplinary General Engineer/Architect you will:-
Serve as NIH authority on technical committees and advisory groups, making authoritative decisions on regulatory development for engineering and architectural standards.
Assist the Director of DTR in providing leadership and supervision to a diverse staff of approximately 140 professionals, technical, administrative, and support personnel.
Develop broad resource requirements, policies, procedures, budgets, and operational schedules
Participate in developing annual business and organizational performance plans, managing programs and staff accordingly.
Work with the ORF senior executive team to contribute to strategic planning, review principles, policies, and standards for ORF operations, and coordinate communication and marketing materials.

Qualifications
In order to qualify for a Supervisory General Engineer/ Architect GS-0801/0808 position, you must meet one of the following Office of Personnel Management prescribed individual occupational series (0801, 0808) requirements described in the following two sections. You do not need to meet the requirements for both occupational series. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed.
1) In order to meet the basic qualifications for a General Engineer, GS-0801 position, you must:
A. Have a bachelor's degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum; OR
B. Have a bachelor's degree in professional engineering that includes differential and integral calculus and courses (more advanced that first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
C. Be registered as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR
D. Be registered as an Engineering Intern (EI) or an Engineer in Training (EIT); OR
E. Have successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; OR
F. Have successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above; OR
G. Have successfully completed a curriculum that led to a bachelor's degree in engineering technology OR in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
OR
2) In order to meet the basic qualifications for an Architect, GS-0808 position, you must have:
A. a degree with a major in architecture; OR
B. a degree in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems; OR
C. a combination of education and experience-college-level education, training, and/or technical experience as demonstrated by at least one of the following: (1) Related Curriculum: A degree in architectural engineering with course work covering function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR; (2) Experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required.
In addition to meeting one of the basic requirements above, in order to qualify for a Supervisory General Engineer/ Architect, GS-0801/0808 position at the GS-15 level, you must you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Directing delivering a wide range of services involved in the technical design and oversight of construction; providing advice and guidance to senior level officials on progress, issues, and potential controversies related to design and construction management; conducting special studies and analyses pertaining to property, facilities, construction, and space management issues; exercising supervisory authority for manpower, budgeting, and program management.
