This position is located in a Regional Office of the National Labor Relations Board. The incumbent is responsible for investigating and handling representation cases (R cases) and a variety of unfair labor practice cases (C cases) including complex priority cases.

Duties

As a Labor Management Relations Examiner- GS-0244-13, your typical work assignments may include: Preparing election agreements and/or stipulations for an election, and arranging and conducting elections; Researching and analyzing information to answer petitions and charges; Utilizing negotiation techniques to reach early and satisfactory case resolutions; Serving as a Hearing Officer in formal proceedings; Interviewing witnesses and taking sworn affidavits; and Maintaining files in electronic case filing systems.

Qualifications

IDEAL CANDIDATE STATEMENT The ideal candidate has significant experience with collective bargaining, industrial relations, grievance administration, the National Labor Relations Act, Federal and state laws, and regulations and decisions governing wages, hours, and working conditions. The candidate has strong investigative skills to gather, research, and analyze information and data. Excellent oral and written communication skills to negotiate, interview witnesses, influence and interact with colleagues and the general public is favorable. Experience managing projects of various stages and priorities and meticulous attention to detail is desired. MINIMUM QUALIFICATIONS You must meet the well qualified standards for this vacancy (meeting the minimum requirements for the position and scoring at least an 85) and provide all of the documents listed in the Required Documents section. Applicants must also have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the Labor Management Relations Examiner (Field Examiner) GS-13, and that is typically related to the work of the position to be filled. Specialized experience includes: Knowledge of Federal and State labors laws, and the National Labor Relations Act to provide guidance on collective bargaining, wages, hours and working conditions; and Experience investigating, negotiating, and taking affidavits from witnesses to summarize data; and Experience conferring with parties to secure relevant facts, and to discuss differences with the parties involved in assigned cases; and Experience drafting final investigative reports with recommendations for complex cases.
