You will serve as a TRANSPORTATION SPECIALIST (LEADER) in the Command Services & Programs Branch (C1141), Administrative Support Division, PEARL HARBOR NSY AND IMF.

Duties

You will oversee operations of the Defense Travel System (DTS). You will develop standard operating procedures aligned with federal regulations. You will provide oversight, guidance, and assistance in support of travel functions. You will serve as a primary Approving Official for the command for DTS authorizations and vouchers. You will conduct research into published regulations to resolve unique, questionable, or contentious travel issues and make defendable decisions on behalf of the command. You will provide training to branch and command personnel to increase efficiencies and promote knowledge sharing of travel requirements and processes. You will provide customer service support to the command on all TDY related issues You will provide advice, counsel, and/or instructions to employees on both work and administrative matters.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing travel program operations, (e.g. Defense Travel System, standard operating procedures, implementing command business processes) by researching regulations to provide direction and execute shipyard travel. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
