Duties

You will perform routine checking and laying out of right of ways and clearances for new construction and installation of telephone cable. You will complete oral and written work orders to ensure completion in a timely manner. You will analyze soil and terrain to determine proper depth in setting telephone poles and associated hardware. You will utilize various types of heavy equipment (e.g., augers, backhoes, trenchers, bucket trucks, lashing/delashing equipment, and related equipment) to perform telecommunications installations. You will test lines or cables to assess transmission characteristics and locate faults or malfunctions. You will install overhead cable; pulling cable through tunnels, conduits, or lay same in trenches; may be required to hand dig and /or use trenching equipment to fabricate trenches.

Requirements

  • Must be determined suitable for federal employment.

  • You must possess and maintain a valid state driver's license and qualify for a government vehicle operator's license for vehicles up to 3 tons.
  • You will be required to obtain and maintain a Class B driver's license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You must have good eyesight and not be color blind, and must be mentally alert at all times to effectively perform work and avoid accidents.
  • You are required to work from un-stepped poles, cable cars, and ladders and have the stamina to endure several hours of work using climbers and safety belts.
  • You must be capable of working in the kneeling, crouching or stooping position, and capable of climbing poles and digging holes.
  • This is a Bargaining Unit Position

Qualifications

Qualification requirements emphasis is on quality of experience, not necessarily the length of time. This job has a screen-out element of: Ability to do the work of the position without more than normal supervision, which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. Sample duties of this position include: Ensuring that all telecommunications lines and cables are installed in accordance with specifications. Applicants must meet the requirements of the Office of Personnel Management (OPM) Job Qualification System for Trades and Labor Occupations (X-118C). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Selectee will perform 90% of the work outdoors in all weather conditions. Selectee will work in close spaces such as a splicing pit and/or manholes to splice buried cable. Selectee will be exposed working on poles on primary and secondary AC voltages and to elevations which could cause injuries suffered from a fall in addition to electrical shock, splinters, bruises and creosote burns. Exposure to poisonous gases is a continuous factor for consideration and requires control while working in manholes. Selectee will be exposed on a daily basis to contact with electrical conductors while working on cable. Selectee will be required to wear provided protective head, foot, and eye equipment while in the performance of assigned duties
