You will serve as an ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition Division (FEAD) Resident Officer in Charge of Construction (ROICC) or Officer in Charge of Construction (OICC) office of NAV FACILITIES ENGINEERING COMMAND SE.

Duties
You will provide engineering support for construction contracts between the Navy, Marine Corps, Air Force and private sector contractors
You will provide overall coordination of the construction quality management program for assigned projects.
You will work closely with the Construction Manager and contractor's Site Safety and Health Officer in reviewing and enforcing the contractor's safety program.
You will collaborate with customers and contractors to prepare job plans or contract work statements to ensure that the scope of work is mutually understood.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
1) Utilizing specialized skills across multiple trades, including concrete work, roofing, electrical, steam fitting, plumbing, wood-working, and other construction tasks essential to facilities construction;
2) Applying mathematical techniques for analyzing and estimating facility project requirements;
3) Developing and presenting written and oral technical and non-technical information;
4) Implementing budget policies, procedures and regulations from higher commands and local sources to ensure forecasts, estimates, and submissions align with requirements, guidelines, and financial objectives.
