The Board of Veterans' Appeals' mission is to honor America's promise to its Veterans by timely resolving their appeals under the law. The Board of Veterans' Appeals is delegated the authority to act for the Secretary of Veterans Affairs in deciding all questions of law and fact resolving Departmental appeals that affect the provision of benefits to Veterans, their dependents and survivors.

Duties

The Deputy Vice Chairman serves as a Veterans Law Judge and a member of the Board's top leadership team. Veterans Law Judges occupy unique positions of trust and are recommended by the Chairman of the Board of Veterans' Appeals and appointed by the Secretary of Veterans Affairs, subject to the approval of the President of the United States. The incumbent is responsible for overseeing the work of Veterans Law Judges, counsel, and other legal support personnel working to identify, appropriately consider, and resolve these appeals to the Board. Confers with top staff and officials of the Department and other governmental agencies, Members of Congress and officials of veterans' organizations, maintaining a variety of contacts which influence the Department. Represents the Department before congressional committees and in other hearings and interdepartmental conferences and meetings. Oversees the overall activities of the professional and administrative services of the Board and effects necessary innovations and changes in operations. Functions as a member of a cohesive management team tasked to ensure the Board' s organizational goals are achieved through proper leveraging of human and financial resources to maximize efficiency and produce high quality results. Responsible for developing, establishing and maintaining standards of quality, productivity, timeliness, security, organizational support and service to accurately measure the efficiency and performance of all professional and administrative personnel. As a Veterans Law Judge, presides over formal, quasi-judicial hearings, adjudicates appeals, and issues written decisions. Rules on motions for reconsideration of decisions and directs cases with specialized circumstances be advanced on the docket in accordance with applicable law. Supervises a cadre of Veterans Law Judges, decision-writing attorneys and/or law clerks; and support staff, directing training, as necessary, on matters of substantive and procedural Veterans' law; ensuring cases are decided efficiently and expeditiously in accordance with the law; mentoring and developing staff; and adhering to the Department's ICARE values (integrity, commitment, advocacy, respect, and excellence) while maintaining the highest ethical standards of public service.

Requirements

  • US citizenship is required.
  • One-year probationary period required for initial SES appointment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of drug screening required.
  • Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
  • May be subject to reassignment geographically or organizationally.
  • VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $147,649 to $214,300. Exceptions to the cap of the range may be considered in certain circumstances.

Qualifications

Education: Applicants must possess a LL.B., J.D., or LL.M. degree. (On your resume provide the year in which you obtained your degree and the name of the College or University from which it was conferred/awarded.) AND Licensure: Applicants must be an active member of the bar and in good standing, duly licensed and authorized to practice law as an attorney under the laws of any state, territory of the U.S., or the District of Columbia. (Provide the year in which you obtained your first license and the jurisdiction from which it was issued). To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to each of the following ECQs and include your name on each page. Your narrative must address each ECQ separately and demonstrate the underlying competencies in the narrative. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ: Challenge. Describe a specific problem or goal. Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc.). Action. Discuss the specific actions you took to address a challenge. Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your narrative response should not exceed 10 pages, be typed in 12-point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met. Information that exceeds these guidelines will not be reviewed. TQ1: Ability to oversee highly technical and complex legal work involving hearings and appeals in a large legal organization with a high-paced workload, including authoritative analysis and opinions regarding evolving changes in case law, legislation, regulations, and policy. TQ2: At least seven (7) years of post-bar admission experience as a licensed attorney preparing for, participating in, presiding over, and/or appealing formal hearings, litigation, and/or administrative law determinations at the Federal, State or local level.
