You will serve as a Financial Management Analyst in the Accounting Division (610) Accounts Payable (612) of NORFOLK NAVAL SHIPYARD.
Duties
You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests; control, and reporting of obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations; and implementing leagal and regulatory controls oever approved budgets.
Requirements

- Must be determined suitable for federal employment.

- This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications
To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization.
Experience analyzing and interpreting source information and applying it to specific areas of work.
Experience analyzing obligation reports to assist with fund control or ensure cost centers are not over obligated.
Experience applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures.
.To qualify for the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures.
Experience applying budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization.
Experience analyzing source information and applying it to specific areas of work.

Education
GS-09- In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07- In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
1 full year of graduate level education
or
superior academic achievement
