You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Comptroller Department (C600) of NORFOLK NAVAL SHIPYARD.

Duties

You will make recommendations to the Comptroller concerning accounting matters. You will preparing directives to ensure compliance with accounting policies promulgated by proper authority. You will perform payroll operations as a customer service office to include adjustments to time and attendance, allotments, direct deposits, tax forms, address changes, etc. You will audit, certify and authorize shipyard travel claims for submission to the Defense Finance and Accounting Services (DFAS) Office for payment. Overseeing all claims processed at NNSY.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with leading, supervising, motivating, and counseling employees. Experience with concepts, principles, practices, laws, and regulations of budgeting and/or financing. Experience with developing, recommending, and implementing budgetary/financial policies. Experience with coordinating with Fleet Forces Command (FFC) and Naval Sea Systems Command (NAVSEA) stakeholders. Experience with providing technical direction, expertise, and oversight of Payroll, Accounts Payable, Financial Improvement and Audit Remediation (FIAR), Government Travel Card, Cost Accounting, Minor Property and Systems Material, and the Travel Program.
