Duties
-Tracks expenditures and billing requirements for compliance with terms and conditions of contracts.
-Analyzes incoming requests, existing contracts, and changes in contracts to develop and recommend changes to contracts.
-Compiles data for annual water and land resource report.
-Researches current and proposed changes of Reclamation policy.
-Formulates basic contract terms and conditions for new repayment contracts.
-Assists with the development of contract basis of negotiation.
Qualifications

GS-05:
General Experience: Three years of general experience, one of which is equivalent to the GS-04 grade level in the Federal service or its non-Federal equivalent. General experience must demonstrate the ability to: using automated systems to prepare, format, and edit documents; and communicate with internal and external customers for inquiries or information requests. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience of a general clerical nature (typing, filing, answering telephones, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

Education: 4-year course of study leading to a bachelor's degree, in any field.
OR
Combination of education and experience as described above.
GS-07:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience providing information regarding regulatory guidance and policies; reviewing documents for compliance; and monitoring incoming documents and reviewing for accuracy.

Education: One full year of graduate education in a related field.
OR
Superior Academic Achievement (SAA): Must meet one of the following: Upper 1/3 of graduating class based on completed courses; 3.0 or higher out of possible 4.0 based on four years of education or based on final two years of curriculum; 3.5 out of a possible 4.0 based on average of required major courses or required major courses in final two years of curriculum; Member of national scholastic honor society which meets requirements of Association of College Honor Societies.

Combination of specialized experience and graduate education as defined above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 11/08/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-05 and GS-07 grade levels.
