Duties
-Ensures all contract billing actions are complete as scheduled.
-Oversees and carries out repayment Operations & Maintenance (O&M) contracts.
-Develops and recommends amendments for repayments and O&M contracts.
-Ensures proper interpretation of existing water services contracts for use in administration and enforcement of contracts to assure compliance.
-Serves as a point of contact for water users concerning water service or repayment contracts.
-Prepares responses to inquiries concerning administrative issues.
-Develops water contracts and basis of negotiation documentation.
-Participates on the negotiation team.
-Researches proposed changes to policy and effect on repayment and O&M contracts.
Qualifications

GS-09:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience tracking expenditures or billing statements to ensure compliance with contracts; preparing documents for negotiations; preparing correspondence, summaries, or reports; and collaborating with multi-disciplinary teams.
OR
Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination of specialized experience and graduate education as defined above.
GS-11:
Specialized Experience: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience preparing and reviewing expenditures and billing statements; implementing laws, regulations, and policies related to water service or repayment contracts; negotiating contracts, contract law and judicial precedents, and accounting.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D., LL.M., or equivalent doctoral degree in a field of study related to the position.
OR
Combination of specialized experience and graduate education as defined above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This vacancy announcement allows substituting education for experience at the GS-09 and GS-11 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree.
