You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the HUMAN RESOURCES OFFICE (HRO) of COMNAVREGSW SDIEGO.
Duties
You will coordinate with customers (e.g., Operations Center, Managers, human resources offices, other organizations) to resolve issues with recruitment actions.
You will respond to customer inquiries by researching data from a human resources information system (e.g., Defense Civilian Personnel Data System [DCPDS] or similar system).
You will prepare or complete necessary documents (such as tentative and final offer letters, etc.) and case files on personnel actions.
You will advise managers on the use of position classification options (e.g., accretion of duties, position re-descriptions, position reviews, impact of the person on the job).
You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation).
You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions.
You will manage recruitment processes from request-to-fill to entrance-on-duty for an organization.
Requirements

Qualifications
GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide advice and guidance to management and customers on the regulations and policies for the federal recruitment hiring process; 2) Review and analyze position descriptions utilizing federal classification standards; 3) Experience using special recruiting authorities (e.g., veterans appointments, direct hire); 4) Manage the recruitment process from recruit fill to onboarding applicants; and 5) Resolve problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems. GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Use knowledge of the recruitment hiring process to initiate recruitment actions and resolve recruiting problems/issues; 2) provide guidance to management on a variety of recruitment options; 3) collaborate with management officials to write and review position descriptions; and 4) use electronic personnel databases to enter information for personnel request and pull reports from the database to provide current status to managers. GS-11:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

Successfully completed an LL.M. degree that is related to the position being filled:
