The primary purpose of this position is to serve as a counterintelligence analyst engaging in the complex technical analysis and production of information obtained and processed from one or more intelligence sources in support of the Office of Special Investigations' (OSI) counterintelligence mission. Duties

1. As Division Chief, plans, organizes, and directs the activities of Intelligence, Surveillance and Reconnaissance (ISR) Operations Division ensuring organization objectives complies with legal and regulatory requirements and meets customer needs. 2. Exercises supervisory personnel management responsibilities. 3. Meets with a variety of Federal Government, National Intelligence Community, DoD, and HQ AF organizations. Manages ISR and sensitive system ICIS operations, programs, and requirements while estimating operational capabilities of Directorate of Intelligence and subordinate organizations to accomplish assigned missions. 4. Serves as senior advisor to the Director and senior staff, providing advice, counsel, and guidance on all issues concerning the ISR operations and ICIS integration and on solutions to controversial and highly sensitive operational situations. 5. Manages and maintains specialized knowledge of DoD, National Intelligence Community, Joint, and Air Force ISR Operations, and ICIS operations, activities, and programs.

  • Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • Key: This is a key position. Incumbents must be removed from any military recall status if alternatives for filling the position during an emergency are not available.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
  • As necessary, to meet special or essential unscheduled activities, incumbent may be required to work an uncommon tour of duty with brief advance notice.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the intelligence research or operations concepts governing broad field area(s) of responsibility; knowledgeable of the terminologies, methodologies, and research and analytical techniques as applied to assigned specialty; knowledge of intelligence collection methods and systems, their capabilities and limitations, and appropriate tasking methods. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of ISR operations and integration of Intelligence Community Information Systems (ICIS), special security communications procedures, methodology, techniques, and strategies including but not limited to electronic, imagery and signals; ISR computer systems, architecture, and software as they apply to processes; planning; command, control, and communications protection and monitoring; data collection management, validation, and production requirements management procedures; and project management techniques. 2. Knowledge of planning, organizing, managing and leading work, and in negotiating effectively to support ISR Operations and Intelligence Community Information. 3. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to provide leadership in intelligence operations and programs; and skill in developing, designing, and conducting solutions to broad, sensitive intelligence program areas. 4. Knowledge of safety and security regulations, practices, and procedures; and security practices for ensuring the safeguarding of classified information. 5. Ability to communicate effectively both orally and in writing; to prepare reports, interface with high levels of management, negotiate complex issues; and maintain good working relationships. 6. Ability to plan, organize, and direct the functions, and mentor, motivate, and appraise the subordinate staff of the division. 7. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. CONDITIONS OF EMPLOYMENT CONTINUED: -Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
