The primary purpose of this position is to serve as second-level supervisor, providing planning, directing, organizing, and exercising control over subordinate supervisors and nonsupervisory employees in two divisions assigned to HQ AF District of Washington, Directorate of Intelligence, Surveillance and Reconnaissance and Special Security Office.

Duties
Plans, organizes, and directs the activities of ISR and SSO, ensuring operations, exercises, and training programs complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Develops and evaluates policies and procedures for the management of ISR and SSO to ensure HQ AFDW and all Headquarters Air Force (HAF) serviced and subordinate organizations meet program goals and readiness criteria established by Department of Defense, United States Northern Command, National Intelligence Community, HAF, and partner agencies.
Through subordinate staff and organizations, analyzes ISR and SSO programs, requirements and operations while estimating capabilities of staff and subordinate organizations to accomplish assigned missions.
Serves as senior advisor to the Commander and senior staff, providing advice, counsel, and guidance to them on all issues concerning the ISR planning, operations, and programs; and on solutions to controversial and highly sensitive situations.
Serves as AFDW ISR Director and SIO. Directs and maintains specialized knowledge of Department of Defense, National Intelligence Community, Joint, and Air Force ISR, and SSO operations, activities, and programs.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include comprehensive knowledge of DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control. Expert knowledge and experience working with government and civilian personnel, DoD and non-DoD agencies to ensure organizational and DoD positions are accurately reflected and defended. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of ISR and SSO procedures, methodology, techniques, and strategies including but not limited to electronic imagery and signals; and ISR and SSO computer systems, architecture, and software as they apply to ISR and SSO processes; ISR planning; command, control, and communications protection and monitoring; ISR and SSO data collection management, validation, and production requirements procedures; and project management techniques.
Mastery of planning, organizing, managing, and leading work, and in negotiating effectively to support ISR operations and SSO operations.
Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to provide leadership in intelligence operations and SSO programs.
Knowledge of safety and security regulations, practices, and procedures; and security practices for ensuring the safeguarding of classified information.
Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the ISR and SSO work; writing clear and concise products, and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes; and ability to deal diplomatically and effectively with all levels of officials in all types of situations.
Ability to plan, organize, and direct the functions, and mentor, motivate, and appraise the subordinate staff of the directorate in projects where proposals may involve substantial resources and may require extensive changes in established concepts and procedures.
CONDITIONS OF EMPLOYMENT CONTINUED:
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
